A review of the policy developments that brought dental implants into China’s centralized procurement discussion and their implications for affordability, supply and product quality.

Policy discussions expanded centralized procurement to additional high-value medical consumables, including dental implants.
In January 2022, an executive meeting of China’s State Council called for the regular and institutional use of centralized and volume-based procurement for medicines and high-value medical consumables. Dental implants were among the product categories identified for procurement work at national or provincial level.
The policy direction built on earlier procurement reforms intended to reduce artificially high prices, lessen the financial burden on patients and encourage manufacturers to focus more resources on product development and quality improvement.
Four priorities in the procurement framework
01 · EXPAND COVERAGEContinue national procurement for common and chronic-disease medicines while extending provincial and inter-provincial alliance procurement.
02 · INCLUDE MORE CONSUMABLESGradually expand centralized procurement for high-value medical consumables, including dental implants and selected orthopedic products.
03 · SECURE SUPPLY AND QUALITYMaintain stable supply, strengthen oversight and ensure that lower procurement prices do not result in reduced product quality.
04 · SUPPORT SYSTEM REFORMUse procurement savings alongside broader medical-insurance and compensation reforms to improve the sustainability of healthcare services.
Why dental implants entered the policy discussion
The cost of dental implant treatment had attracted public attention, while demand for implant dentistry continued to grow. Policymakers and industry observers viewed centralized procurement as one way to reduce price differences in implant consumables and make treatment more accessible.

Earlier centralized procurement programs for coronary stents and artificial joints had already demonstrated significant price-reduction effects. Against this background, calls increased for dental implant systems and related high-value oral medical consumables to enter a more structured purchasing framework.
Procurement scope extended beyond the implant fixture
Information collection initiated in Sichuan covered not only oral implants but also restorative abutments and implant restorative accessories. The listed scope included healing abutments, cover screws, transfer components, scan bodies, analogs, restorative bases, abutment screws, protective caps and temporary abutments.
An example reported at the time illustrated price differences between dental implant treatment packages.
Medical insurance and local policy exploration
The National Healthcare Security Administration also responded to public discussion about the centralized procurement of dental implants and the payment scope for implant materials. Its response linked future coverage decisions to the broader reform framework for high-value medical consumables.
Public policy information concerning medical-insurance payment and high-value dental consumables.
Ningbo was another early example of local exploration. A draft plan discussed establishing a medical-insurance payment catalogue for dental implant brands and using price negotiation to bring implant treatment costs into a more reasonable range.

What the policy shift meant for implant suppliers
For dental implant manufacturers and suppliers, centralized procurement increased the importance of consistent quality, stable production capacity, reliable supply and clear product positioning. Companies serving broadly used treatment needs faced stronger pressure to balance competitive pricing with quality management and long-term supply commitments.
At the same time, differentiated implant technologies and higher-value product systems continued to require evidence-based positioning. The policy discussion therefore influenced not only prices but also how dental implant companies approached research, manufacturing, clinical support and market strategy.
This article reviews policy developments reported around 2022. Current procurement rules, coverage and product requirements should be verified through the relevant authorities.
